 PRISON CONDITIONS FOR DEATH ROW INMATES

RULES AND REGULATIONS

1. death row inmates must be housed in a single cell

2. death row inmates shall have two hours of recreation weekly

3. death row inmates have access to commissary

4. death row inmates shall eat meals alone in their cells

5. death row inmates may have a work detail that is

restricted to the death row area of the prison

6. death row inmates are allowed 3 non-contact visits per week

at a maximum of one hour each visit.

DEATH ROW CELLS


1. the cells are visited by staff on irregular basis; closely monitored

2. death row inmates are visited, each shift, by custody 

and supervision

3. death row cells shall be inspected at least twice a week

by supervisors

4. Inmates who are violent, have a mental disorder, or demonstrate unusual behavior will be observed more frequently.

Suicidal inmates are under CONSTANT supervision

5. death row inmates shall be in their cells 22 out of 24 hours a day

3. death row inmates can have reading material in their cell

4. death row inmates can access commissary

MOVEMENT OF DEATH ROW INMATES OUTSIDE OF CELLS


1.  The directives requires a minimum of one staff member to escort them outside of the cell

2. handcuffs shall be behind back for routine movements (including showers, social visits

3. fully restrained in the front.  Legs shall be handcuffed with a taller chain when they have professional visits (ie visiting attorney, medical, mental health services
