AFTER ACTION REPORT; WHAT WE LEARNED FROM THE DEATH OF #LAKENRILEY

 AN AFTER ACTION REPORT; WHAT WE LEARNED FROM THE 

MURDER OF UGA STUDENT, #LAKENRILEY

TYPE OF CRIME CHARACTERIZATION:

1. violent crime out of anger/rejection

2. sexually aggressive crime

3. the victim was ambushed in blitz-style attack

4. The perpetrator was VERY goal-oriented upon sexual assault

5. These type of offenders want to commit a crime,

and immediately leave; unlike other offenders who take time to

spend time with the deceased for a variety of reasons.

6. The argument can be made that he was "out hunting" for prey

to a sexual assault/rape/. He was dressed, head to toe, in all

black, with a Covid-type mask covering much of his face.

7. Determined: he was noted to have committed a being Tom

type of crime on the same day he murdered Laken. The suspect

also tried to gain entry and prowled around a certain on campus

living area. The suspect even checked to see, more than once, if

the door, to this living area was unlocked.

  1. often lack a consistent pattern or day of the week in which 

they opt to carry out offense.

   2. The Perpetrator was spotted early on trail cams near UGA

campus, lingering around a bus stop, before 6am. The more

frustrated that he became, that he could not make entry upon

his likely TARGET or preference only increased his feelings

of anger and the want for violence.

   3. Often, using alcohol/drugs before such incidents take place.

For the offender, it lowers inhibition, allowing for the courage

they might otherwise be in absent of. 

 4. If the offender, for whatever reason, cannot access his 

primary target, if their desire is still lingering and intense/

determined, he will likely, by default, settle for something of

a Plan B; and this becomes a crime of opportunity.

WHAT WOULD A PROFILE REVEAL ABOUT THE OFFENDER?


   The following traits are almost always associated with the kind 

of crime, it's MO, and outcome, and putting together a cluster

of similar offender behaviors which revealed some commonalities:

  1. These offenders often have a temper and a low frustration

tolerance.

   2. Very impulsive by their very nature

   3. very self-centered; all about meeting the desires of offender

   4. typically these offenders rent, vs. owning property

   5. are a clear and present danger due to desires and escalating

behavior.

  6. Inability to manage emotions; particularly anger.

  7. poor/no coping skills

WHAT TO KNOW ABOUT THE GEOGRAPHY OF CRIME SCENE


  In the geography of this crime scene, there are plenty of visible

piles of rocks; much like a rock that was used to smash in 

victim's skull. It was a weapon of opportunity. Laken fought

with her attacker for an astounding 18 minutes before her life

was taken. At which time, the defendant, used a rock to hit victim

repeatedly in the head and gain the power and control advantage

over her.

  -did the suspect take the murder weapon, aka, "the rock, " away

from the crime scene?

  -what was inside the bag the suspect can be observed carrying

along with him that February morning? Rape kit?

 -it is believed the first residence, on UGA campus, that the suspect

was observed lingering around/trying to open door of, was likely

the home of his "original TARGET." Even still, by way of peeping

Tom, this residence he was willing to commit criminal acts to

stalk victim.

  -trail cams are connected to UGA server

  -@6:52 a.m. the suspect was already awake, dressed in a 

"disguise" of all black clothing, from head to toe, and wearing

a "Covid mask" to obscure his identity/

 -suspect lived very close to crime scene (walking distance)

ASSESSING OFFENDER'S LEVEL OF DANGER TO VICTIMS


   -We know that by 6:50 a.m. the offender was already awake,

dressed in black from head to toe, and wearing a Covid type

mask. Even at this early hour, he is captured, for over an hour,

surveilling, being close to, returning to the residence of UGA

students on campus that were likely his target(s). He was

"dressed for the hunt"

   -By reviewing the many trail cams, it is clear the the offender

is hyper vigilant of his surroundings and is constantly checking 

his environment.

  -It appears his original "target" was someone he had no way to

access or have access to as they locked the door, which he tried

to open, that same morning. By default, after over and hour,

he abandoned his plan of original target, in favor of attacking

a different woman (Laken Riley) by an ambush style attack.

  -The offender's sexual desire to abuse, use, and discard women

is playing over and over in his mind

 -after the unsuccessful targeting of peeping Tom allegation

earlier in the day, the offender, by default, opted to go to the

trails and do his "hunting" there.

IMMIGRATION HISTORY


   The offender entered the U.S. on September 8th, 2022 in

El Paso, Texas. He entered this country as a 23 year old male,

who presented with a wife, and allegedly, their five year old

child. He came to the U.S. from Venezuela , first settling in

New York before moving to live with his brother in Georgia.

VERDICT


    The offender opted for a bench trial, meaning the judge is the

one is the jury, as well as the judge. There were no jurors 

involved in this process to get to verdict. After hearing all the

vast array of evidence presented at trial, the judge found

the offender guilty on 8/8 charges. He was sentenced to life

in prison with NO CHANCE at parole.
